Webinar Recap – Who Is Fighting Whom in the Horn of Africa? Evidence, Allegation, and the Risk of a Wider War
On Monday, 28 September, the Strategic Dialogue for Global Affairs Initiative (SDGAi), Bucharest, in partnership with the Political Science Institute (PSI), Varna, and the Middle East Political and Economic Institute (MEPEI), Bucharest, convened a 90-minute webinar examining the rapidly evolving crisis in the Horn of Africa. The event brought together researchers from different parts of the world for a rigorous discussion on a conflict that has, within days, escalated from a northern Ethiopian front to a question of broader Red Sea order.
Main Themes and Discussions
The webinar opened with an acknowledgment of the Horn of Africa’s strategic significance for European shipping routes and global trade, with Dr. Dimitar Keranov noting the presence of multiple external powersโincluding China, France, Turkiye, and the United Statesโwhose interests converge in this critical waterway. Participants underscored that developments in the Horn, Red Sea, and Gulf now constitute a single, interconnected security landscape, where instability in one area inevitably reverberates across the broader region.
Wegene Mengistu Deneke provided a comprehensive analysis of the structural and contingent factors driving the current conflict. He highlighted the breakdown of the 2022 Pretoria Agreementโthe only formal brake on the previous warโand examined how the present conflict differs in dimension and potential impact from the 2020 war. Internal governance challenges, historical grievances, and external interference were identified as compounding factors that have transformed the region into a theatre of competing regional and international interests.
The discussion addressed the complex web of alliances and accusations that now structure how capitals calculate risk. Ethiopia has accused Asmara of financing a new seven-group alliance aimed at removing Prime Minister Abiy Ahmed, while Eritrea counters that Addis Ababa hosts, trains, and funds proxy organisations with an explicit regime-change agenda. The African Union has urged neighbouring states not to widen the war, yet none of these claims has been independently adjudicated. As the speakers noted, these allegationsโverified or notโnow shape strategic calculations across the region.
Flavius Caba-Maria examined China’s growing military and economic presence in Africa, emphasising its strategic objectives of modernising African military expertise, gaining field operation experience for the PLA, and protecting Chinese interests under the Belt and Road Initiative. He argued that while economic engagement and infrastructure development can create conditions for political stability, they cannot resolve conflicts driven by political and military factors. Development, he cautioned, must not become a substitute for addressing the political causes of conflict.
Liana-Adela Albu presented on the Eritrean diaspora movement known as the Eritrean Blue Revolution Front, which emerged from activism in the diaspora and aims to organise a democratic revolution against the government in Asmara. She emphasised the critical importance of distinguishing between diaspora mobilisation and state-directed proxy warfare, warning against mirroring belligerent narratives without independent verification. Her presentation underscored the need to ask what is documentedโopposition groups hosted on Ethiopian soil, historical diaspora mobilisation, Israel’s Red Sea postureโand what remains assertion.
The discussion also addressed the role of external actors, including the UAE, Israel, Egypt, Saudi Arabia, and Sudan’s factions, in shaping political outcomes and exacerbating regional rivalries. Participants noted that landlocked Ethiopia’s demand for sovereign sea access, particularly to Assab, is treated in Asmara as a threat to statehood, while Houthi pressure on shipping keeps the same waterway militarised. A northern Ethiopian war, it was argued, can therefore become a Red Sea problem faster than a conventional “internal conflict” model allows.
Acknowledgements
The organisers extend their sincere gratitude to all speakers for their invaluable contributions and to the participants whose engagement enriched the discussion. We particularly thank Wegene Mengistu Deneke, Dr. Dimitar Keranov, Liana-Adela Albu, Dr. Flavius Caba-Maria, and Mouaffaq Dagosha for sharing their expertise and insights on this critical issue.
We also acknowledge the participation of attendees from Kampala, Addis Ababa, Nairobi, Bucharest, and beyond, whose questions and perspectives reflected the truly international character of this challenge. The webinar reaffirmed the importance of evidence-based analysis and diplomatic dialogue in addressing complex regional crises.
As the situation in the Horn of Africa continues to evolve, the Strategic Dialogue for Global Affairs Initiative remains committed to fostering informed discussion and promoting a deeper understanding of the forces shaping our world. We look forward to continuing this vital conversation in future events.
The Strategic Dialogue for Global Affairs Initiative (SDGAi) is dedicated to empowering the next generation of diplomats and international relations professionals through dialogue, research, and informed debate.

Who Is Fighting Whom in the Horn of Africa? Evidence, Allegation, and the Risk of a Wider War

On Monday, 28 September, from 19:30 to 21:00 Romanian time (EEST), the Strategic Dialogue for Global Affairs Initiative (SDGAi), Bucharest, Romania, together with the Political Science Institute (PSI), Varna, Bulgaria, and the Middle East Political and Economic Institute (MEPEI), Bucharest, Romania, invite researchers, diplomats, journalists and students of security studies to a 90-minute seminar on a crisis that, within days, has moved from a northern Ethiopian front to a question of Red Sea order.
On 23โ24 September, Tigrayan forces seized the airports at Mekelle, Axum and Shire. Fighting was reported in Afar and Amhara. Tigrayan officials first described a โdefensiveโ war and then a โfull-blownโ one; federal voices spoke of an all-out offensive.
The 2022 Pretoria Agreement, the only formal brake on the last war, is in practice broken. That fact alone would justify a public briefing. It does not stand alone. Almost every serious account now places Eritrea inside the interpretation, even when it is not on the battlefield. Ethiopia accuses Asmara of financing a new seven-group alliance whose declared aim is to remove Prime Minister Abiy Ahmed. Eritrea denies this and accuses Addis Ababa of hosting, training and funding proxy organisations with an explicit regime-change agenda against the government in Asmara.
The African Union has already asked neighbouring states not to widen the war. None of these claims has been independently adjudicated. All of them now structure how capitals calculate risk. The regional setting makes delay unwise. Landlocked Ethiopiaโs demand for sovereign sea access, above all Assab, is treated in Asmara as a threat to statehood. Sudanโs war already splits the Horn: Ethiopia is widely associated with the UAE and, by accusation, with the RSF; Eritrea is closer to Egypt and to Sudanโs army. Israel has stated support for Ethiopian Red Sea access and has recognised Somaliland. Houthi pressure on shipping keeps the same waterway militarised. A northern Ethiopian war can therefore become a Red Sea problem faster than a conventional โinternal conflictโ model allows.
A further layerโcirculating in diaspora and advocacy networks rather than established as verified operational factโconcerns Eritreans in Israel said to be waiting, or organising, to take part in an effort to unseat the government in Eritrea. An academic webinar is the proper setting for that claim. The task is not to amplify rumour, nor to dismiss exile politics as fantasy. It is to ask what is documented (opposition groups hosted on Ethiopian soil, historical diaspora mobilisation, Israelโs Red Sea posture) and what remains assertion; how such narratives are used by both Addis Ababa and Asmara; and whether they change the incentives of actors already armed in Tigray.
Ninety minutes will not settle the war. They can impose an order of evidence: the Tigray front as it stands this week; Eritrea as party, alleged spoiler, or threatened neighbour; external alignments (UAE, Israel, Egypt, Saudi Arabia, Sudanโs factions); and the difference between a coup story and a coup plan.
The invitation is to those who prefer evidence over noise.

Webinar Recap: Narco-Geopolitics in 2026. Global Routes, Local Impact
The webinar organized by the Strategic Dialogue Initiative for Global Affairs (SDGAi) brought together researchers, security experts, healthcare professionals, institutional representatives and students to discuss current developments in drug trafficking and consumption.
SDGAiโs team presented the main global trafficking routes, regional consumption patterns and the influence of conflict, political instability and emerging technologies on illicit markets. Particular attention was paid to Eastern Europe, the Western Balkans and the Black Sea region.
Mr. Cฤtฤlin ศone examined the security implications of organized crime, the expansion of synthetic drug markets and the use of the darknet and cryptocurrencies. Dr. Ines Pop-Prefit-Itarca addressed the clinical challenges associated with early initiation, polysubstance use and new psychoactive substances, emphasizing the importance of integrated treatment and continuity of care. Institutional representatives added observations on trends in Romania and the development of prevention and treatment services.
Professor Liviu Mureศan directed attention to the strategic and community dimensions of the issue. He stressed the need for closer monitoring of trafficking risks near foreign military bases and of the possible effects of post-conflict migration from Ukraine. His intervention connected regional security concerns with the protection of local communities and the importance of anticipating emerging risks.
During the question-and-answer session, participants discussed prevention among adolescents, access to services in rural communities, the rapid emergence of new substances and the links between drug use, juvenile delinquency and community safety. The discussion concluded that the phenomenon requires international cooperation, coherent policies, early intervention and responses adapted to local realities.

๐ SDGAi Webinar: Narco-Geopolitics in 2026. Global Routes, Local Impact
๐ When: July 15, 2026, 11:00 AM โ 1:00 PM
๐ Where: Online, via the Zoom platform

Why is the debate on narco-geopolitics more relevant than ever in 2026?
The world we live in is facing an unprecedented expansion of the illicit drug market. The latest data from international bodies, such as the UNODC and EUDA, paint an alarming picture: over 316 million people globally have consumed illicit substances in the past year (representing 6% of the global population aged 15 to 64).
We are no longer speaking of a mere public health crisis, but of a genuine narco-geopolitical phenomenon. The global cocaine market is breaking its own records, with production reaching a historic high of over 3,700 tons, while the violence of Western Balkan cartels is spreading aggressively into Europe. In parallel, the market for synthetic drugs and opioids is expanding rapidly due to low production costs and innovative digital and chemical concealment methods.
From Global Routes to the Harsh Reality in Romania
Romania is no longer just a transit country on the map of organized crime; it has become a destination and consumption market, with acute vulnerabilities among young people. Global trends are directly reflected in local case studies: from the penetration of extremely dangerous synthetic drugs to the immense pressure placed on the healthcare system and the tragedies unfolding within our families.
To provide a comprehensive overview, the SDGAi team will open the event with a strategic analysis of the phenomenon, briefly introducing key elements:
- The Global Map of Consumption: The primary dominant drugs in various regions of the world.
- The Regional Consumer Profile: What the consumer profile looks like based on geographic specificities and the most widespread substances in those regions of the world.
- Transnational Supply Corridors: Major trafficking routes transiting various regions of the world, connecting continents, as well as the main entry points into our country.
- Major Stakes: Deep geopolitical implications and direct risks to national security.
๐ Expert Perspectives. Who are the lecturers of this webinar?
To delve deeper into these mechanisms and identify real intervention solutions, the debate will be guided by two of the most recognized specialists in Romania:
- Cฤtฤlin ศone โ Anti-drug expert, a leading voice in the analysis of trafficking networks, counter-strategies, and criminal dynamics at both national and international levels.
- Dr. Ines Pop Prefit Iarca โ Medical Director of the “Sf. Stelian” Center for the Evaluation and Treatment of Toxic Dependencies in Bucharest, psychiatrist with extensive clinical experience in treating addictions and managing the medical impact on patients.
Strategic Pillars of the Event: We aim to raise public awareness by disseminating verified information and increasing knowledge regarding the associated risks. Furthermore, we target the promotion of data-driven policies, the adoption of technological solutions adapted to the current complexity of drug trafficking and consumption, as well as the strategic education of civil society.
Join us on July 15 to analyze the routes, risks, and solutions tailored for Romania in 2026.

Upcoming Event: International Webinar on Strategic Water Management

Date: Monday, June 15, 2026
Time: 11:00 โ 13:00 (EET)
Format: Online via Zoom (Link provided upon registration)
Language: English
The Strategic Dialogue for Global Affairs Initiative (SDGAi) cordially invites policymakers, local and central authorities, environmental experts, and stakeholders to join our upcoming international webinar:
“Strategic Water Management: Safeguarding Romania’s Resources in an Age of Scarcity”
Why This Initiative Matters
While water scarcity is traditionally viewed as a non-military threat, it carries significant potential for escalation, rapidly evolving from an ecological crisis into a severe challenge to regional and national stability. This initiative aims to address the critical complexities of water as a strategic global resource, delivering actionable, utility-driven insights.
While water scarcity is traditionally viewed as a non-military threat, its consequences can extend far beyond environmental degradation. When combined with inadequate governance, unequal distribution, poor infrastructure, and climate-related pressures, water stress can rapidly evolve into a significant challenge to economic development, food security, social cohesion, and political stability. In this context, effective water management is often as critical as the physical availability of water itself.
This initiative seeks to explore the strategic importance of water as a global resource and a cornerstone of environmental and human security, providing participants with practical, evidence-based insights into emerging risks and sustainable solutions.
To ensure a comprehensive understanding of the issue, the webinar will follow a structured approach that connects global dynamics with national and local realities:
Global and Regional Perspectives
- Examining the growing impact of climate change, water scarcity, and transboundary water governance on international security and development.
- Analyzing major geopolitical water challenges, including hydro-political tensions in the EuphratesโTigris Basin, the implications of the Grand Ethiopian Renaissance Dam for Nile Basin cooperation, water allocation pressures in the Indus Basin, and the expansion of large-scale desalination projects in the Persian Gulf.
- Assessing how seasonal water stress and drought management are addressed in countries facing recurring shortages, including Italy, Jordan, and Yemen.
- Highlighting the role of governance, infrastructure, and cooperative management in determining water security outcomes, demonstrating that water availability alone does not guarantee resilience.
National and Local Perspectives: Romania and Ilfov County
- Evaluating the implications of climate change for Romania’s water resources, including seasonal drinking water shortages, drought vulnerability, infrastructure resilience, and water quality standards.
- Exploring how global and regional water security trends translate into local challenges and opportunities.
- Identifying practical approaches to sustainable water resource management, drought preparedness, and community resilience, with a particular focus on Ilfov County as a case study for local adaptation and environmental governance.
Launching the Post-Event Study: Environmental and Human Security
webinar will also serve as the official launch of an upcoming SDGAi research project dedicated to understanding water security through the interconnected lenses of environmental security and human security in Romania.
Moving beyond traditional sectoral approaches, the study will examine how ecological pressures affect broader dimensions of societal resilience. Left unaddressed, environmental stresses can generate cascading effects across economic activity, public health, food systems, and social stability, ultimately influencing national security and long-term development.
The findings of this comprehensive research effort will be officially published and presented during SDGAi’s flagship annual event in August 2026, contributing to a broader discussion on sustainable resource management, resilience, and security in an era of increasing environmental uncertainty.
How to Participate
We welcome the involvement of institutions and experts through active participation in our structured discussion and Q&A sessions. Institutional representatives may also request a short keynote intervention slot to highlight local realities and long-term visions.

Representatives from the Indian business sector actively engaged with their Romanian counterparts throughout the evening, exploring concrete avenues for trade, technology, and economic cooperation to strengthen bilateral ties.
For SDGAi, this reception directly aligns with our core mission of supporting young people who want to make a difference in building a resilient global society. Participating in this diplomatic forum advances our commitment to strategic dialogue, cultural awareness, and multilateralism. Moving forward, our organization looks to build on these connections by exploring future strategic partnerships with public, academic, and non-academic institutions to expand the impact of our initiatives.
We extend our sincere gratitude to H.E. Dr. Manoj Kumar Mohapatra and the Embassy of India for the gracious invitation and for facilitating such a valuable forum for international collaboration.

Webinar Recap: The Future of UN Peace Operations in a Shifting Geopolitical Landscape: Strategic Challenges, Legitimacy, and Imperatives (16 May 2026)

On 15 May 2026, SDGAi organized the webinar The Future of UN Peace Operations in a Shifting Geopolitical Landscape: Strategic Challenges, Legitimacy, and Imperatives, bringing together experts and practitioners to discuss the current challenges facing United Nations peacekeeping missions in different conflict zones.
The event was moderated by Dr. Ecaterina Matoi, Founder and President of SDGAi.
The distinguished speakers included:
- Mr. Fadi El Hajjar, Senior Political Advisor and Expert from Lebanon, who focused on UNIFIL;
- Mr. Ashiq Zaman, UN Peacekeeper with MONUSCO in the Democratic Republic of Congo, who shared field perspectives;
- Dr. Flavius Caba-Maria, President of MEPEI, Romania, who addressed the efficiency of UNMHA in Yemen;
- Mrs. Isabella Zaidan, Political Discourse Analyst, who discussed the relevance of UNDOF and the 1974 Disengagement Agreement.
The webinar explored the evolution, limitations, and future of UN peace operations. Mr. El Hajjar examined UNIFILโs mission in Lebanon, emphasizing the complex geopolitical environment and the implications of its expected closure by the end of 2026, while Mr. Zaman offered insights from MONUSCO, highlighting operational challenges such as rebel activity, resource constraints, security threats, and emerging technical risks.
Dr. Caba-Maria analyzed UNMHA in Yemen, placing the mission within its political context and presenting findings from an opinion poll on Yemenisโ perceptions of the UNโs role, peace efforts, successes, and shortcomings, while Mrs. Zaidan focused on UNDOF, arguing that the collapse of the 1974 Disengagement Agreement and recent geopolitical shifts have weakened the UNโs role from security guarantor to observer of a fait accompli.
The Q&A session addressed selected questions on the role of disinformation in undermining the legitimacy of peacekeeping missions; MONUSCOโs response to rebel groups in Congo; whether UNIFIL fulfilled its mission in Lebanon; the risk of a security vacuum in Southern Lebanon after its withdrawal; and the challenges of intelligence-sharing between MONUSCO and national authorities. The speakers underlined the need for international support, stronger operational capacity, credible communication, and more effective cooperation with local and national actors.
At the end of the event, the audience showed particular interest in the broader future and legitimacy of UN peacekeeping, a topic considered to be of global importance in todayโs changing geopolitical landscape.

Webinar: Strategic Miscalculations? Iranian Perspectives on Recent Developments (15 April 2026)

The Middle East crisis has entered a dangerous new phase. After the collapse of high-level US-Iran negotiations in Islamabad, the United States imposed a naval blockade on Iranian ports. In response to the ongoing war, traffic through the Strait of Hormuz โ the strategic chokepoint responsible for nearly one-fifth of global oil and gas supplies โ has been severely disrupted, although Iran has not closed the strait.
The economic impact is already substantial: sharp volatility in energy markets, reduced oil supply forecasts, rising fertilizer and commodity prices, and serious warnings from the FAO (Food and Agriculture Organizationof the United Nations) about the risk of triggering a global food crisis.
Organized by Strategic Dialogue for Global Affairs Initiative (SDGAi) and Middle East Political and Economic Institute (MEPEI) from Bucharest, Romania, with the support of Institute for Political and International Studies (IPIS) from Tehran, the Islamic Republic of Iran, the webinar will bring especially Iranian perspectives on this rapidly evolving situation.
Distinguished guests will share their analysis of the latest developments, including the US port blockade, the situation in the Strait of Hormuz, the economic repercussions of the conflict, and prospects for de-escalation and dialogue.
The distinguished main guests and speakers are:
- His Excellency Dr. Alireza Khodagholipour, Director General, Institute for Political and International Studies (IPIS), Tehran, Islamic Republic of Iran
- His Excellency Dr. Hamidreza Nafez Arefi, former Ambassador of the Islamic Republic of Iran to Budapest and Senior Expert at IPIS
alongside renowned Romanian experts. Everyone interested is warmly invited to participate.

The meeting took place at a particularly significant moment for regional affairs in West Asia. It opened with a constructive preliminary exchange on shared regional interests, followed by forward-looking discussions on medium- and long-term cooperation in the cultural, linguistic, academic, and diplomatic domains.
A special focus was placed on the importance of understanding Iranโs rich history and cultural heritage when assessing its regional significance. His Excellency graciously devoted time to explaining the symbolic meaning of the Haft-sin table central to the Nowruz celebration, along with other elements of Iranโs cultural and literary tradition.
Throughout the visit, His Excellency demonstrated the diplomatic tact, resilience, and composure that foster genuine dialogue even in challenging times. His warm hospitality created an atmosphere of mutual respect that greatly enriched the conversations.
